CSSA News and Updates – December 2020

Thank you and holiday hours
On behalf of the programs, CSSA acknowledges and appreciates the efforts made by stewards and collection partners to help keep their customers and colleagues healthy during the COVID-19 situation. The programs have maintained operations and are monitoring the pandemic’s impact on collection activities. Thank you for your continued partnership and support during a challenging 2020 and our best wishes for a safe and prosperous New Year. Please be advised that offices will close at 1 p.m. regional time on December 24 and December 31, and will be closed for the statutory holidays. Staff continue to work remotely and regular office hours will be maintained for the rest of the holiday period.

2021 invoices and payments
Packaging and paper stewards will receive their 2021 invoices based on 2020 reports in the first week of January. Invoice amounts up to $5,000 can be paid online by credit card. Stewards paying by mailed cheque are encouraged to move to electronic funds transfer (EFT). Recognizing the continued financial impact of the pandemic on some businesses, payment relief provisions will be extended to stewards on a case-by-case basis. Thank you to all stewards and stakeholders who attended the October 21 webcast to learn about 2021 budgets, fees and program updates. ASM materials — including the Report to Stewards, presentation and Q&A — can be found here.

Ready to Report webinars and resources
The annual reporting webinars for 2021 are scheduled for Wednesday, February 24 (new stewards and individuals new to the reporting role) and Thursday, February 25 (all interested stewards). Invitations and registration will be sent in mid-January along with the launch of 2021 Reporting Resources page on the CSSA website. A reminder that 2021 reports based on 2020 data are to be submitted by May 31.

WeRecycle Portal scheduled maintenance
The WeRecycle Portal will be undergoing regular maintenance and will be unavailable between December 18, 2020, and January 1, 2021. During this period, billing inquiries can be directed to accounting@cssalliance.ca and for general assistance please contact National Steward Services: stewards@cssalliance.ca or 1-888-980-9549. Reporting and self-serve options will be available again on January 2.

Recycle BC logoRegulation amendment and reporting changes
Amendments to the BC Recycling Regulation announced in September will change the materials to be included in annual steward reports. Milk and milk substitute containers are transferring to deposit effective February 2022 and reporting guidance has been provided. Details are pending about single-use and packaging-like materials that will be designated beginning in 2023 — in the meantime stewards should plan to collect relevant data in 2021 for 2022 reports. The amendments also moved containers for various solvents and flammable liquids to Schedule 2 – Residual product category effective June 29, 2020 — this packaging should not be included in 2021 reports and further information will be provided in the new year.


Holiday recycling campaign
Recycle BC is running a province-wide campaign that highlights common holiday materials and how to best recycle them. Videos, social media posts and website ads encourage residents to include recycling in their festive activities and use the Holiday Recycling Guide to ensure proper disposal of seasonal items. New collector payment model and GHG reporting
MMSW’s updated payment model and adjusted rates will take effect for collectors starting January 1, 2021. As well, all MMSW collectors will begin submitting reports on their greenhouse gas (GHG) emissions use in 2021 in order for MMSW to fulfill its obligation to track GHG emissions associated with the program’s collection and recycling of residential waste packaging and paper.


Fee rates and flat fees approved
The MMSM Board of Directors has approved the 2021 material fee rates published in the Report to Stewards prior to the Annual Steward Meeting in October. The Board also approved the Low Volume Flat Fee Policy after consultation. This harmonizes MMSM with similar fee options for Recycle BC and MMSW and will allow smaller businesses to file simplified reports starting in 2021. The flat fee amounts for 2022 invoices will be determined in October 2021.

Holiday campaign
MMSM’s holiday campaign launched in late November with digital ads, radio tags, television sponsorships and social media posts directing residents to the Recyclepedia and Holiday Recycling Guide. The goal of the campaign is to reduce contamination and educate residents about what common holiday items are accepted and not accepted in their recycling bins.

MARR Forum sponsorship
MMSM was a premium sponsor and presenter at this year’s virtual Manitoba Association of Regional Recyclers (MARR) Forum. The event included educational webinars with expert panels and presentations on topics relevant to Manitoba’s recycling and waste management industry.


Transition Plan approval expected by end of year
The Resource Productivity and Recovery Authority (RPRA) consulted on Stewardship Ontario’s proposed Blue Box Program Transition Plan in October and November. As per the Minister’s direction letter, it is expected RPRA will approve the Transition Plan by December 31, 2020. The Transition Plan and background information are available on the RPRA website. MHSW fee reduction update
As of November 1, 2020, Stewardship Ontario has disbursed a total of $39.3 million toward fee reductions for MHSW materials. An aggregated summary of surplus funds disbursed by Stewardship Ontario related to the fee reduction process to date is available here. Stewardship Ontario will continue to publish updates throughout the duration of wind up.

Final MHSW adjustment requests due February 12
A reminder that final adjustment requests for MHSW materials (except single-use batteries) for data related to 2020 and earlier are due by February 12, 2021, as per section of the approved MHSW Wind Up Plan.

Final invoices for single-use battery stewards
Final resolution of an outstanding steward adjustment has now been completed and Stewardship Ontario will be issuing the final invoices for the single-use battery program by the end of December. The total fee reduction amount for the final invoices is $2.6 million. Click here for more details including a summary of fee reductions.

AMS ready for new regulation
The new Ontario regulation for recycling hazardous and special waste is expected to be released for consultation in the weeks ahead. Members will be notified when the draft regulation is released and informed about the changes to their regulatory obligations. More information about the transition is available here.
