Material Cost Differentiation (MCD) Project Update (September 2019)

The MCD project is preparing to complete its final measurement study and to re-engage with stewards about the significant progress made toward meeting the project’s objectives.

The MCD project was established in 2017 to develop a comprehensive methodology for measuring how a material’s characteristics impact the cost of recycling system activities. The methodology is designed to produce a key input to the fee setting process and will replace the long-standing Activity Based Cost (ABC) methodology.

The project team expects to meet with representatives of the Steward Consultation Committee (SCC) in late 2019 or early 2020 in preparation for consultation with the broader steward community.  The SCC will review the project outcomes and provide guidance to the project team on how best to engage with the steward community.

The Boards of Directors of Recycle BC, MMSW, MMSM and Stewardship Ontario will consider stewards’ feedback in their reviews of the MCD methodology.  Stewards will be kept informed about consultation process details in the months ahead.
