Material Cost Differentiation (MCD) Project Update (March 2019)

Planning for the Material Category test is underway and partners are being identified to provide the significant quantities of sample material as well as access to a Material Recovery Facility. The outcome of the test will help inform recommended changes to the material categories used by stewards when preparing their annual filing.  These recommendations will be reviewed by the Steward Consultation Committee before consultation with the entire steward community is initiated.

The MCD project has also commissioned a device to replicate the conditions on a collection truck and measure each material category’s density while under compaction.  Density measurement is an important input to overall results of the MCD project as it enables better understanding of how much space materials occupy based on their weight – in other words, it will allow weight to be converted to volume and thereby put all materials on a level playing field when determining their impact on costs.
